H.R. 50 — KAMALA Act

This section prohibits the use of Community Development Block Grant (CDBG) funds from grants awarded in FY2024 or any succeeding fiscal year to assist persons who are neither U.S. nationals nor lawfully admitted for permanent residence (i.e., green card holders under the Immigration and Nationality Act). (Thus, CDBG assistance—which supports community development activities such as housing rehabilitation, public facilities, and services primarily benefiting low- and moderate-income persons—is limited to U.S. citizens, nationals, and lawful permanent residents.)

This section prohibits the Secretary of Housing and Urban Development from awarding Community Development Block Grants (CDBG)—annual formula grants to states, localities, and Indian tribes for housing rehabilitation, public facilities, economic development, and similar activities—to any state, unit of general local government, or Indian tribe that operates any housing or community development related program providing assistance to persons who are neither U.S. nationals nor lawful permanent residents. (Thus, CDBG recipients must cease such assistance in all related programs to maintain eligibility.)
