H.R. 5004 — Next Generation of Farmers Act of 2025

This section revises the eligibility requirements for direct farm ownership loans under the Consolidated Farm and Rural Development Act by reducing the required farm management experience from three years to one year of substantial participation in farm or ranch management and business operations (or equivalent education or experience, as determined by the USDA Secretary). It further modifies the waiver authority in paragraph (4) to allow the Secretary to reduce the one-year requirement to six months (from one or two years) and updates related references from "3-year" to "1-year". (These loans enable eligible beginning, socially disadvantaged, and family farmers and ranchers to purchase farmland, construct farm buildings, and make land improvements.)
