H.R. 5008 — Affordable Commutes Act of 2025

This section directs the Secretary of Transportation to investigate price-setting practices on toll roads owned by private entities, including any instances of price gouging, unfair practices, or unreasonable toll prices. The section further requires the Secretary to refer any evidence of such practices to the Attorney General and the Federal Trade Commission, as applicable.

This section directs the Secretary to conduct a study on the feasibility and fiscal implications of the federal government purchasing toll roads owned by private entities and transferring ownership to the states in which the roads are located, including (1) whether shifting authority from private to state ownership would benefit consumers, such as through lower toll costs; (2) the procedural framework for such federal purchases and transfers; and (3) other federal policies related to tolling facilities to lower commuter costs.

This section directs the Secretary of Transportation to submit to Congress, not later than one year after the date of enactment of this Act, a report containing (1) the results of the investigation under section 2, (2) the results of the study under section 3, and (3) recommendations to address price gouging, unfair practices, or unreasonable toll price setting and to carry out the purchases and transfers described in section 3.
