H.R. 5016 — Keep Offenders Off Our Streets Act.

This section prohibits pretrial release in the District of Columbia without execution of a bail bond with solvent sureties in an amount reasonably necessary to assure appearance. It (1) bars the D.C. Council from enacting and the Mayor from enforcing any law permitting such release; (2) amends D.C. Code §23-1321 to repeal authorization for release on personal recognizance or other non-secured conditions and to require a secured bail bond; (3) amends the D.C. Home Rule Act to prohibit such releases; and (4) applies the prohibition to individuals charged before, on, or after enactment. (Thus, all charged individuals must post secured bond pending trial, eliminating prior options for release on recognizance.)
