H.R. 5018 — Naomi Schwartz and Susan Rose Safe Parking Act of 2025

This section amends the McKinney-Vento Homeless Assistance Act to (1) add as an eligible activity under the Emergency Solutions Grants (ESG) program the maintenance, operation, insurance, and provision of utilities related to safe parking; and (2) define safe parking as an activity that provides homeless persons living in vehicles, including motor homes, with a safe place to park overnight to facilitate transition to stable housing, along with re-housing and supportive services. (As background, the ESG program awards formula and competitive grants to states, localities, and private nonprofits to fund rapid re-housing, emergency shelter, and related homeless assistance.)
