H.R. 5030 — Specialty Crop Domestic Market Promotion and Development Program Act of 2025

This section establishes a Specialty Crop Domestic Market Promotion and Development Program under which the Secretary of Agriculture, acting through the Administrator of the Agricultural Marketing Service, awards grants to eligible organizations (i.e., U.S. agricultural trade organizations, cooperatives, state agencies, certain private organizations, and federal marketing order organizations) to advertise and promote demand for domestically produced specialty crops. Grant recipients must submit a marketing plan describing promotion activities and market goals, certify that federal funds supplement nonfederal funds, and provide nonfederal matching funds of at least 25% (which may include in-kind support). The Secretary may provide multiyear grants (with annual reviews), terminate noncompliant grants, conduct evaluations of effectiveness, require audits, and prohibit grant funds from assisting non-small business for-profit corporations (as defined in 15 U.S.C. 632(a); with exceptions for cooperatives, certain associations, and nonprofit trade associations) or promoting foreign products. This section authorizes $75 million for FY2026 and each fiscal year thereafter.
