This section requires state licensing authorities to recognize as valid, for the same scope of practice, a covered professional license held by a veteran or the veteran's spouse who relocates to the state within 36 months of the veteran's discharge or release from the Armed Forces, upon submission of a specified application (i.e., DD Form 214 or equivalent; for spouses, marriage certificate and military orders naming the spouse; and a notarized affidavit attesting to identity, truthfulness, understanding of and compliance with the new state's licensing requirements and scope of practice, and good standing in all states). If unable to process the application within 30 days, the authority must issue a temporary license conferring the same rights, privileges, and responsibilities as a permanent license. (A covered license is one in good standing with no revocations, discipline, pending investigations, or voluntary surrenders for unprofessional conduct in any state; authorities may conduct background checks.)
