H.R. 5049 — Protecting Communities from Helicopter Noise Act

This section directs the Federal Aviation Administration (FAA) Administrator to conduct a study on helicopter operations within a 20-mile radius of the Statue of Liberty National Monument that (1) analyzes the effects of persistent helicopter noise on residential and recreational areas—including traffic volume and frequency, noise levels, safety, health, environmental, and economic issues, compliance with voluntary agreements such as the Statue of Liberty National Monument and Governors Island National Monument Voluntary Agreement, flight origins and necessity, airspace congestion (including projected impacts from electric vertical takeoff and landing aircraft or other advanced air mobility), quality of life for residents, and other related issues—and (2) evaluates solutions to abate or eliminate such noise, including diverting helicopters from residential and recreational areas, creating new flight paths (considering nearby airports), banning nonessential helicopters, establishing altitude limits, and other options. The Administrator must submit a report on the study to Congress within 180 days after the date of enactment of this Act.
