H.R. 5057 — Expanding Service Coordinators Act of 2025

This section expands covered service coordinator programs—which assist residents of federally assisted housing projects, particularly elderly and disabled persons, in accessing supportive services to promote aging in place and housing stability—to expressly include section 8 tenant-based rental assistance (42 U.S.C. 1437f). It further (1) prohibits the Secretary of Housing and Urban Development from imposing additional requirements on eligible projects in exchange for such funding (other than reasonable reporting, monitoring, or compliance); (2) requires project owners to reserve at least $2,500 annually from program funds for service coordinator training (in areas such as resident needs assessment and service coordination) and mandates annual reporting on completed training; (3) eliminates the requirement to exhaust all available funds before applying for a grant; and (4) authorizes $225 million annually for FY2026 through 2030 for these programs and existing congregate service grants. This section also clarifies that service coordinator costs are an eligible cost in calculating initial rents for section 202 elderly housing (12 U.S.C. 1701q). Additionally, this section establishes a new competitive grant program under section 202c of the Housing Act of 1959 for owners or operators of section 202 housing in good standing to employ service coordinators (for three-year terms, subject to appropriations), with funds usable for salaries, training, and related administrative costs; requires coordinators to assess needs, manage services, and facilitate resident access to benefits; prioritizes projects serving elderly or disabled residents or located in persistent poverty counties or underserved rural areas; requires program guidance within 180 days of enactment; and prohibits mandatory service acceptance by residents.

This section authorizes appropriations of $45 million for each of fiscal years 2026 through 2030 for services for public housing residents and residents of Indian housing. (The program provides competitive grants to public housing agencies and Indian tribes or tribally designated housing entities to support resident services programs that promote economic and social self-sufficiency, such as job training, child care, and work readiness activities.)

This section establishes a Health Resources and Services Administration (HRSA) grant program to award 150 grants to eligible properties—defined as low-income housing tax credit (LIHTC) projects under IRC §42(a)—to fund service coordinators, defined per the Housing and Community Development Act of 1992 as staff who assess resident needs and coordinate access to services (e.g., healthcare, education). Grants are for three-year periods (renewable), with $37 million authorized for FY2026.

This section establishes the Rural Housing Service Coordinator Grant Program, under which the Secretary of Agriculture, through the Rural Housing Service, must award competitive grants to owners or operators in good standing of properties assisted under the section 515 Rural Rental Housing Program (i.e., direct loans for multifamily rural housing serving low-income families, elderly persons, and persons with disabilities). Grants, awarded for three-year terms subject to appropriations, may fund service coordinator salaries and benefits, training, and related administrative costs to assess resident needs, coordinate supportive services promoting housing stability, health, and aging in place, facilitate access to well-being programs, and perform other Secretary-determined functions; priorities apply to properties serving elderly or disabled residents or located in persistent poverty counties or underserved rural areas; program guidance must be issued within 180 days of enactment; and no resident may be required to accept services. The section authorizes $10 million for FY2026 and each year thereafter, to remain available until expended.
