H.R. 5063 — Safe Beaches, Safe Swimmers Act

This section requires the Secretary of the Interior, upon determining a staffing shortage at designated swim locations—defined as swimming areas or beaches on lands managed by the National Park Service, U.S. Fish and Wildlife Service, Bureau of Land Management, or Bureau of Reclamation that are typically monitored by federal lifeguards during normal seasonal operating hours—to seek agreements with local government agencies to provide adequate lifeguard staffing for visitor safety, rescue, and first aid services. The Secretary must reimburse local agencies for all reasonable costs incurred and amend any preexisting agreements to ensure full reimbursement, regardless of original cost-sharing terms. (Staffing shortage is defined as a level negatively impacting federal lifeguard staffing—excluding short-term absences such as leave—that likely results in unmonitored locations.)
