H.R. 5072 — Water Crisis Prevention Act of 2025

This section directs the Comptroller General of the United States to conduct, not later than 6 months after enactment of this Act, a review of existing Federal Emergency Management Agency funding available to states, localities, individuals, and small businesses following a water infrastructure failure—such as a water main break—both with and without an emergency declaration. Upon completion, the Comptroller General must submit a report to Congress describing the review results and including recommendations for (1) federal entities partnering with states to identify areas most at risk of future water infrastructure disasters and (2) ways for Congress to provide funding to mitigate such disasters by addressing at-risk infrastructure.
