H.R. 5088 — Union Participation for All Act

This section repeals Section 504 of the Labor-Management Reporting and Disclosure Act of 1959, which prohibits persons convicted of specified crimes (e.g., robbery, bribery, extortion, embezzlement, or other crimes involving racketeering or a position of fiduciary responsibility) from holding office in a labor organization for five years following conviction or release from imprisonment. (As background, this provision, known as the "union officer bar," aims to prevent corruption in labor organizations representing approximately 14 million workers.) It also makes a conforming amendment to Section 401(e) by striking the cross-reference to Section 504.
