“To amend title 28, United States Code, to prohibit the exclusion of individuals from service on a Federal jury on account of disability.”
No CRS summary available for this bill.
This section prohibits exclusion from federal grand and petit jury service on account of disability or age by inserting those terms after "national origin" in the list of prohibited bases (i.e., in addition to race, color, religion, sex, national origin, or economic status). It further amends jury service qualifications (1) by replacing "infirmity" with "disability that cannot be reasonably accommodated" in the mental or physical condition disqualification, and (2) by adding a new provision barring disqualification under the English literacy or proficiency requirements for disability if reasonable accommodation would qualify the person. (Thus, courts must consider accommodations such as interpreters or assistive devices when assessing disabilities affecting language skills or service ability.)
