H.R. 5100 — To extend the SBIR and STTR programs, and for other purposes.

This section (1) extends Small Business Innovation Research (SBIR) program authority to September 30, 2026 (from September 30, 2025); and (2) extends Small Business Technology Transfer (STTR) program authority through FY2026 (from FY2025). (The SBIR and STTR programs provide grants to small businesses for research, development, and technology transfer under federal agencies to promote innovation and economic competitiveness.)

This section extends multiple Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs and pilot programs—which reserve portions of participating federal agencies' R&D budgets for awards to small businesses—as follows: (1) phase flexibility through 2026 (from through 2025); (2) commercialization readiness program for civilian agencies pilot program through FY2026 (from FY2025); (3) accelerated awards through September 30, 2026 (from September 30, 2025); (4) Phase 0 pilot program through FY2026 (from FY2025); (5) administrative assistance through September 30, 2026 (from September 30, 2025); (6) increased minimum performance standards through September 30, 2026 (from September 30, 2025); (7) commercialization assistance pilot programs through September 30, 2026 (from September 30, 2025); (8) due diligence program through September 30, 2026 (from September 30, 2025); (9) STTR participation by military research and educational institutions pilot program through September 30, 2026 (from September 30, 2025); and (10) budget calculation pilot program through September 30, 2026 (from September 30, 2025).
