H.R. 5103 — Make the District of Columbia Safe and Beautiful Act of 2025

This section establishes a program to beautify the District of Columbia, to be developed by the Secretary of the Interior within 30 days of enactment in consultation with the Attorney General, Secretary of Transportation, Mayor of the District of Columbia, U.S. Attorney for the District of Columbia, Administrator of General Services, and other appropriate officials. The program directs federal and local officials to coordinate maintenance of cleanliness (including graffiti removal), restoration of damaged or defaced monuments and memorials, and private-sector participation in federal and District facilities, monuments, public spaces, sidewalks, parks, highways, roads, and transit systems; requires annual progress reports to specified House and Senate committees beginning one year after enactment; and sunsets the program on January 2, 2029.

This section establishes the District of Columbia Safe and Beautiful Commission in the executive branch, comprised of one representative each from the Departments of the Interior, Transportation, and Homeland Security; FBI; U.S. Marshals Service; Bureau of Alcohol, Tobacco, Firearms and Explosives; U.S. Attorney's Offices for the District of Columbia, Maryland, and Eastern District of Virginia; Executive Office of the Mayor of the District of Columbia; and other federal entities designated by the Chair. The President must designate a senior official from the Executive Office of the President as Chair within 45 days of enactment, who will set meeting schedules, designate additional members, and develop and submit a commission charter to congressional committees within seven days of completion. The Commission must recommend actions and review their effectiveness on the following, among others: (1) maximum enforcement of federal immigration law in the District of Columbia, including redirecting law enforcement resources to apprehend and deport undocumented immigrants; (2) monitoring the District's sanctuary-city status and immigration law compliance; (3) accrediting the District's forensic crime laboratory; (4) assisting the Metropolitan Police Department with officer recruitment, retention, and capabilities, including federal resources; (5) expediting concealed-carry license processing; (6) revising federal pretrial detention policies to maximize detention of public safety threats; (7) addressing fare evasion and crime in the Washington Metropolitan Area Transit Authority system; and (8) deploying enhanced federal and local law enforcement in specified areas, including the National Mall, parks, and parkways. The Commission may coordinate with federal and local officials, including the Metropolitan Police Department, transit authority, and Amtrak Police, and must submit a report summarizing its activities and legislative recommendations to the House Committee on Oversight and Government Reform and the Senate Committee on Homeland Security and Governmental Affairs. The Commission terminates on January 2, 2029.
