H.R. 512 — Imported Seafood Safety Standards Act

This section establishes the Inspection and Consumption of Shrimp and Shrimp Products Fund in the Treasury, to consist of transfers from the general fund equivalent to 70% of duties collected on imports of shrimp and products containing shrimp or shrimp parts provided for in specified Harmonized Tariff Schedule subheadings (e.g., 0306.16.00, 0306.17.00, 0306.35.00, 0306.36.00, 0306.95.00, 1605.21, 1605.29, or successors) for FY2026 and each subsequent fiscal year. Amounts in the fund are available as follows: (1) 50% to the Secretary of Health and Human Services, through the Food and Drug Administration, for inspecting high-risk shrimp for unapproved antibiotic residues, seafood importer inspections and related training and data analytics, and coordination with other agencies to combat forced labor and illegal, unreported, or unregulated shrimp imports; and (2) 50% to the Secretary of Agriculture, pursuant to Section 32 of the Act of August 24, 1935 (7 U.S.C. 612c)—which annually appropriates 30% of customs duties to, among other purposes, encourage domestic consumption of agricultural commodities, including perishable nonbasic commodities such as shrimp—to encourage domestic consumption of shrimp. (As background, Section 32 funds activities such as commodity purchases or diversion from normal trade channels to increase utilization, principally among low-income groups.) Amounts in the fund remain available until expended and supplement (not supplant) other federal funding, including Section 32 funds, for shrimp purchases.
