H.R. 5125 — District of Columbia Judicial Nominations Reform Act of 2025

This section terminates the District of Columbia Judicial Nomination Commission (established under section 434 of the District of Columbia Home Rule Act). (As background, the commission recommends nominees for judgeships on the District of Columbia courts—including the District of Columbia Court of Appeals and Superior Court—to the President, who nominates from that list for Senate confirmation.) It makes conforming amendments to (1) require the President to designate chief judges, (2) authorize the President to nominate judges directly without the commission's list, and (3) remove commission-related qualifications for judges; strikes a related provision in D.C. Official Code §11-1528(a)(2)(C); and removes the commission from the Act's table of contents. The amendments apply to appointments made on or after the date of enactment.
