H.R. 5132 — Healthy Servicemembers Act

This section establishes a Department of Defense (DoD) screening program and registry for eligible individuals—members of the Armed Forces or their family members who resided in an unsafe housing unit—with covered conditions, defined as medical conditions determined by the Secretary of Defense to result from such housing. (1) It requires all military medical treatment facilities to screen eligible individuals for covered conditions and develop procedures for registry inclusion; (2) it directs the Secretary to maintain the registry with information necessary to monitor health status and links to unsafe housing and to conduct a public information campaign on registration; and (3) it defines an unsafe housing unit as one that fails to meet housing quality standards under the Section 8 tenant-based rental assistance program (i.e., minimum health and safety standards for HUD-assisted rental housing) or contains dangerous mold-related air pollution levels. It also makes a conforming change to the table of sections for subchapter V of chapter 169 of title 10, U.S. Code.
