H.R. 5136 — Dollar Dominance Act of 2025

This section establishes an Office of Strategic Currency Diplomacy in the Bureau for Commercial Diplomacy of the Department of State, responsible to the Assistant Secretary for Commercial Diplomacy for (1) combatting efforts by strategic rivals to undermine the U.S. dollar as the world's reserve currency; (2) partnering with allies to ensure the strength of U.S. dollar-denominated payment systems; (3) evaluating virtual assets' implications for U.S. foreign policy and national security; (4) aligning foreign policy and sanctions with national monetary security; (5) coordinating related programs by other federal agencies, including Treasury, Commerce, and the Office of the Director of National Intelligence; and (6) other designated duties. The section further directs the office to (1) advise the Assistant Secretary on policies to prevent reduced use of the U.S. dollar as the primary reserve currency; (2) coordinate with other agencies on strategic plans to protect the dollar's preeminence, including in the Department's Biannual Economic Security Report, and programs to expand central bank dollar holdings and dollar-denominated transactions; (3) represent the Secretary in international engagements on virtual assets and U.S. dollar payment stablecoins; (4) monitor and counter foreign central bank digital currencies; and (5) perform other designated duties.
