H.R. 5141 — Stop the Rate Hikes Act

This section adds to the list of ratemaking standards under the Public Utility Regulatory Policies Act of 1978 (PURPA) a new standard (22) capping retail utility rate increases at once per year by requiring each electric utility to request no more than one rate increase per year. (As background, PURPA requires each state regulatory authority and nonregulated electric utility to consider each such standard, make a written determination after public notice and hearing on whether it is appropriate to implement, and state reasons if declining to do so.)
