This section establishes in the Executive Office of the President the Office of Young Americans, headed by a Director appointed by the President who may also appoint one Associate Director. The Director, paid at Executive Schedule level II under 5 U.S.C. §5313, must identify issues primarily affecting young Americans (e.g., employment, education, mental health, housing, climate change); advise the President on youth engagement and such issues; coordinate federal activities; serve as principal advisor and Domestic Policy Council member; consult nonfederal entities; and perform other duties as prescribed. The Associate Director, paid at a rate up to Executive Schedule level III under 5 U.S.C. §5314 as determined by the Director, performs functions as directed. For staffing, the Director may appoint up to two full-time equivalent positions paid up to $400,000 annually (the President's compensation under 3 U.S.C. §102) and use consultants paid up to Executive Schedule level IV under 5 U.S.C. §5315. Not later than one year after enactment and every five years thereafter, the Director must submit to the President and specified congressional committees—and make public—a report identifying issues warranting federal attention regarding young Americans and providing recommendations and resource requirements.
