H.R. 5163 — Clean and Managed Public Spaces Act

This section prohibits camping on public property in the District of Columbia without lawful authority, punishable by a fine of not more than $500, imprisonment for not more than 30 days, or both. It defines “camping” as erecting, placing, maintaining, or using temporary structures (e.g., tents, tarps, other temporary shelters) for living accommodation activities, including sleeping or preparing to sleep inside or outside a motor vehicle or laying down bedding material.
