H.R. 5172 — Strong Sentences for Safer D.C. Streets Act of 2025

This section increases mandatory minimum sentences for certain violent crimes in the District of Columbia as follows: (1) for first degree murder, requires life imprisonment without release (from not less than 30 years), strikes provisions allowing lesser sentences or sentences below life, and makes conforming amendments to sentencing procedures; (2) for second degree murder, requires not less than 10 years or more than life (from not more than life); (3) for rape, requires not less than 25 years or, with a prior crime of violence conviction, not less than 30 years (from not less than 7 years with prior conviction), and for first degree sexual abuse, requires not less than 25 years or more than life (from any term of years or life), while removing the requirement of aggravating circumstances for sentences exceeding 30 years (with specified exceptions); (4) for kidnapping, requires not less than 10 years or more than 30 years (from not more than 30 years); (5) for unarmed carjacking, not less than 10 years (from not less than 7 years), and for armed carjacking, not less than 20 years (from not less than 15 years); and (6) for first degree burglary, not less than 10 years (from not less than 5 years).
