This section authorizes the Secretary of Defense, not later than one year after enactment, to establish a bioindustrial commercialization program to expand domestic capacity for commercial-scale manufacturing of critical biomanufactured products (i.e., defense-related items produced via biological processes) through competitive awards to eligible entities for establishing, upgrading, or retooling eligible bioindustrial manufacturing facilities. Awards are based on criteria including supply chain resilience, warfighter needs, facility repurposability and geographic distribution, and proximity to input materials; recipients may use funds for facility work and related planning and must submit periodic progress reports on timelines, products, and Department of Defense agreements. The Secretary must submit to the Armed Services Committees of the House and Senate (1) an initial report within 90 days of enactment on funding plans using Department of Defense appropriations and (2) annual reports detailing awards, available funds, communications with applicants, and alignment with defense priorities. The section sunsets 10 years after enactment, with possible extension by presidential determination.
