H.R. 5190 — To expand the contested logistics demonstration and prototyping program to include commercial additive manufacturing facilities in contested logistics environments, and for other purposes.

This section modifies the demonstration and prototyping program to advance international product support capabilities in a contested logistics environment, established under Section 842 of the National Defense Authorization Act for Fiscal Year 2024 (10 U.S.C. 2341 note), by (1) adding commercial additive manufacturing facilities for rapid, distributed production of parts closer to the point of use to the list of authorized program elements in subsection (b)(2); and (2) setting the program's termination date in subsection (g) as December 31, 2030. (As background, the program tests methods for the Department of Defense to leverage allied countries' infrastructure—under the authority of 10 U.S.C. 2341 to acquire foreign logistic support, supplies, and services—to sustain equipment deployed abroad when traditional supply lines are disrupted.)
