H.R. 5191 — To direct the Under Secretary of Defense for Research and Engineering to issue guidance for private entities on demonstrating how biobased products meet Department of Defense requirements, and for other purposes.

This section directs the Under Secretary of Defense for Research and Engineering, in coordination with the Secretaries of the military departments, to develop and publicly release guidance within one year of enactment for private entities on demonstrating that biobased products meet Department of Defense requirements; (2) requires the Comptroller General to analyze Department processes for developing requirements to determine if they exclude biobased products and, within one year of enactment, to submit a report to the congressional defense committees with findings and recommendations to reduce any such exclusion; and (3) defines *biobased product* as a product manufactured, produced, or developed through the application of living organisms to alter living or non-living materials.
