H.R. 5193 — To direct the Chairman of the Joint Chiefs of Staff to conduct a feasibility study on incorporating militarily-relevant applications of emerging biotechnology into wargaming exercises, and for other purposes.

This section directs the Chairman of the Joint Chiefs of Staff to conduct a review of the feasibility and advisability of modifying wargaming exercises—defined as military exercises to test or improve tactical expertise, including the Globally Integrated Wargames—to incorporate militarily relevant applications of emerging biotechnology. The review must consider (1) biotechnology-enabled enhancements to improve warfighters' cognitive and physical performance; (2) biotechnology-enabled chemicals and materials for battlefield advantages; (3) adversaries’ nontraditional military uses of biotechnology; and (4) other relevant applications. In conducting the review, the Chairman must consult combatant commanders and other Department of Defense and external stakeholders, and submit a report with recommended modifications—and, if applicable, a plan for regular updates—to the Senate and House Armed Services Committees within 180 days of enactment.
