H.R. 5195 — Advancing Toward Impact Aid Full Funding Act

This section revises authorizations of appropriations for the Impact Aid program—financial assistance to local educational agencies (LEAs) whose ability to raise local revenues is impaired by federal property ownership or activities, or that enroll large numbers of children of federal employees—by striking prior amounts for FY2017-FY2020 and authorizing escalating amounts for FY2026-FY2031 as follows: (1) for payments related to federal acquisition of real property under section 7002, $85 million for FY2026 to $250 million for FY2031 (from $66.8 million for FY2017-FY2019 and $72 million for FY2020); (2) for basic payments and payments for heavily impacted LEAs under section 7003(b), $1.487 billion for FY2026 to $2.348 billion for FY2031 (from $1.151 billion for FY2017-FY2019 and $1.241 billion for FY2020); (3) for payments for children with disabilities under section 7003(d), $50 million for FY2026 to $120 million for FY2031 (from $48.3 million for FY2017-FY2019 and $52.1 million for FY2020); and (4) for construction under section 7007, $20 million for FY2026 to $45 million for FY2031 (from $17.4 million for FY2017-FY2019 and $18.8 million for FY2020).
