H.R. 5204 — To make technical amendments to update statutory references to certain provisions classified to title 7, title 20, and title 43, United States Code, and to correct related technical errors.

This section updates cross-references in 16 provisions of FIFRA (7 U.S.C. 136w–7(a)(1), 136w–8(b)(7)(E)(i)), the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3202(b), 3222(b)(3)(B), 3311(c), 3315(a)(1), 3319), the Food, Agriculture, Conservation, and Trade Act of 1990 (7 U.S.C. 5924(d), 5925(b)(1), (e)(3), 5925b(b), 5925f(c), 5926(b)), the Department of Agriculture Reorganization Act of 1994 (7 U.S.C. 6971(f)(1)(D)(i)), and the Agricultural Research, Extension, and Education Reform Act of 1998 (7 U.S.C. 7633(e)(2), 7655b(c)(3)) and related laws from 7 U.S.C. 450i (sections 2 of the Act of August 4, 1965) to 7 U.S.C. 3157 (Competitive, Special, and Facilities Research Grants) and specified subsections (e.g., 3157(b)(4), (7), (8), (11)(B); (c)(1)(B)). It further revises two Animal and Plant Health Inspection Service provisions (7 U.S.C. 8351 note; 8354) to replace references to 7 U.S.C. 426–426b (1931 wildlife damage act) with 7 U.S.C. 8351–8354 (current wildlife damage management authorities).

This section makes technical corrections to statutory citations in six laws, as follows: (1) the Department of the Interior and Related Agencies Appropriations Act, 2000 (Public Law 106-113; 16 U.S.C. 528 note), by updating dates and U.S. Code references for two public land laws; (2) the Interior Department Appropriation Act, 1943 (16 U.S.C. 753), by updating a citation from former 5 U.S.C. §§563-564 to current 7 U.S.C. §§2279i, 2220; (3) the Cooperative Forestry Assistance Act of 1978 (16 U.S.C. 2103c(c)), by correcting a citation from 7 U.S.C. 428a(a) to 7 U.S.C. 2268a(a); (4) the Fish and Wildlife Conservation Act of 1980 (16 U.S.C. 2909(3)), by updating a citation to 7 U.S.C. §§8351, 8352; (5) the Federal Lands Recreation Enhancement Act (16 U.S.C. 6813(b)(5)), by updating dates and U.S. Code references for two public land laws; and (6) the Secure Rural Schools and Community Self-Determination Act of 2000 (16 U.S.C. 7102(10)), by updating U.S. Code references for two public land laws.

This section amends Section 131(c) of the Higher Education Amendments of 1968 to insert "(20 U.S.C. 1087–51 et seq.)" after the reference to part C of title IV of the Higher Education Act of 1965 (i.e., National Defense Student Loan program, predecessor to Federal Perkins Loans).

This section updates statutory cross-references in two laws as follows: (1) in section 257(a) of the Biomass Energy and Alcohol Fuels Act of 1980 (42 U.S.C. 8852(a)), inserts the citation "7 U.S.C. 3104" after a reference to section 1 of the Bankhead-Jones Act; and (2)-(5) in multiple sections of the National and Community Service Act of 1990 (42 U.S.C. 12561, 12561a, 12572, 12594)—which authorizes AmeriCorps education awards (i.e., Segal AmeriCorps Education Awards)—replaces references to 42 U.S.C. 2751 et seq. (the prior codification of those award provisions, now at 20 U.S.C. 1087-51 et seq.) with 20 U.S.C. 1087-51 et seq., including specific subsections such as 20 U.S.C. 1087-53(b)(2)(A) and 20 U.S.C. 1087-51(c).

This section makes technical amendments to update outdated U.S. Code citations in seven public lands statutes—including sections of the Federal Land Policy and Management Act of 1976 (FLPMA) (43 U.S.C. 1735(b), 1751(b)(1), and 1752(a)) and related laws (Act of June 14, 1926 (43 U.S.C. 869-4); Act of May 24, 1939 (43 U.S.C. 2624); Act of June 24, 1954 (43 U.S.C. 2633))—to reflect current codifications (e.g., from 43 U.S.C. 1181f to 43 U.S.C. 2605; from 43 U.S.C. 1181a–1181j to 43 U.S.C. 2601 et seq.).

This section updates the statutory citation for the Federal Work-Study Program to 20 U.S.C. 1087-51 et seq. (from 42 U.S.C. 2751 et seq.) in the list of postsecondary education programs (i.e., alongside Federal TRIO Programs under 20 U.S.C. 1070b et seq.) subject to U.S. domestic requirements when provided to the Federated States of Micronesia and the Republic of the Marshall Islands under the Compacts of Free Association.
