H.R. 5205 — Aircraft Noise Reduction Act

This section establishes authority under new 49 U.S.C. §47535 for owners or operators of general aviation airports (i.e., noncertified airports covered by 14 C.F.R. part 139) to request consultation with the FAA Administrator on reasonable adjustments to air traffic and training patterns of noncommercial charter flights to implement aircraft noise limitations, provided such adjustments do not violate other law. It requires consideration of input from surrounding communities; prohibits withholding, withdrawing, or denying federal funds (including grants under 49 U.S.C. chapter 475) based solely on such activities; and authorizes FAA rejection or temporary restriction of adjustments in emergencies. This section further directs the Secretary of Transportation to issue regulations updating 14 C.F.R. parts 150 (airport noise compatibility planning) and 161 (airport noise and access restrictions) to enable general aviation airports to implement effective noise abatement measures.
