H.R. 5207 — Capital Emergency Control Act of 2025

This section revises presidential emergency authority over the Metropolitan Police Department (MPD) under Section 740 of the District of Columbia Home Rule Act—(1) by adding a new subsection (e) authorizing the President to extend MPD services for additional 30-day periods upon written notification to the Chair and ranking minority member of the House Committee on Oversight and Government Reform and the Senate Committee on Homeland Security and Governmental Affairs certifying that special emergency conditions continue; and (2) by updating cross-references in subsections (b) and (d) to include the new subsection (e). The amendments apply to any emergency declared under that section that is in effect on or after the date of enactment.
