This section expands the exchange of FBI identification, criminal identification, crime, and other records under 28 U.S.C. §534(a)(4) to include authorized officials of state peace officer standards and training agencies (i.e., state agencies with statutory authority to set standards for hiring, training, ethical conduct, and retention of state law enforcement officers through certification, licensing, or similar processes). It further (1) adds definitions of that term and "state" (to encompass the District of Columbia, Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, and other U.S. territories and possessions) in new subsection (e)(2) and (3); and (2) directs the Attorney General to amend 28 C.F.R. part 20 within 180 days of enactment to implement these changes.
