H.R. 5231 — Safe Airspace for Americans Act

This section directs the FAA Administrator, not later than 180 days after enactment, to (1) develop procedures to synchronize and standardize the collection, reporting, analysis, and investigation of unidentified anomalous phenomena (UAP) incidents—including adverse physiological effects or interference with flight instruments—reported by civilian aircrew, air traffic controllers, flight attendants, aviation maintenance personnel, dispatchers, air carriers, operators, and airports; (2) ensure timely employee reporting, data archiving (e.g., pilot-controller communications, radar), and threat evaluations to national airspace safety; (3) coordinate with other federal agencies (e.g., DoD, DNI, NASA); and (4) share reports and data with DoD's All-Domain Anomaly Resolution Office. It further requires the Administrator, not later than 180 days after enactment, to implement a public communications strategy to publicize UAP reporting and reduce associated stigma and, not later than the same deadline, to select an existing or new reporting system (with capabilities for describing reported objects and kinematics, and potential electronic submission via flight bags if safe), prohibiting use of such reports in enforcement actions except for accidents or criminal offenses. The section prohibits considering UAP sightings, witnessing, or reporting in evaluations for issuing or maintaining airmen certificates under 49 U.S.C. 44709 or medical certificates under 14 C.F.R. part 67 and bars reprisals—including personnel actions, security clearance revocations, or terminations—against federal employees, contractors, air carrier employees, or commercial operators for such activities.
