H.R. 5240 — Fully Funding our National Security Priorities Act

This section requires the Secretary of State to submit to the House and Senate Foreign Affairs/Foreign Relations and Appropriations Committees, not later than 10 days after the President's annual budget submission under 31 U.S.C. 1105, a prioritized report on the Department of State's unfunded priorities (i.e., programs, activities, or mission requirements not funded in the President's budget but necessary for foreign policy or national security objectives, or to meet Joint Strategic Plan requirements, that the Secretary would have recommended with additional resources or if they emerged post-budget). For each priority, the report must include (1) a summary description and objectives; (2) the recommended additional funding amount; and (3) budget details such as the appropriation account, expenditure center, and project or subprojects.
