This section establishes in the Department of State an Under Secretary for Foreign Assistance responsible to the Secretary of State for matters pertaining to the creation and maintenance of allies and partners to U.S. interests abroad and other related duties as designated. The Under Secretary must also maintain continuous observation and coordination of assistance to foreign allies and partners in foreign policy, including (1) providing strategic policy direction for, and policy and programmatic oversight of, funds and bureaus within the Under Secretary's jurisdiction; and (2) overseeing and reviewing human rights and humanitarian affairs, including matters relating to prisoners of war and U.S. Armed Forces missing in action.
This section establishes in the Department of State a Director of United States Foreign Assistance Oversight, responsible to the Under Secretary for Foreign Assistance for coordinating and providing strategic oversight of all foreign assistance activities across the department and performing other duties as designated by the Secretary. The Director shall also coordinate and oversee the strategic direction, planning, and budgeting of foreign assistance programs in support of foreign policy, including (1) developing and implementing comprehensive strategies; (2) coordinating interagency assistance planning; (3) providing senior-level leadership for planning, management, and oversight of foreign aid across the U.S. government; (4) improving coordination and oversight of all foreign assistance funding; (5) integrating assistance strategies with U.S. foreign policy objectives; (6) supporting collaboration with other entities, including the Millennium Challenge Corporation, U.S. International Development Finance Corporation, Department of the Treasury, Trade and Development Agency, and Export-Import Bank; (7) generating data-driven performance assessments for Congress and the Executive Office of the President; (8) leading vetting of foreign assistance recipients; and (9) performing other duties as designated.
This section establishes in the Department of State the Office of Foreign Assistance Oversight, to be headed by the Director of Foreign Assistance Oversight and to perform department-wide foreign assistance management functions as prescribed by the Under Secretary for Foreign Assistance. The office must, as appropriate—(1) support the director in developing and implementing comprehensive foreign assistance strategies; (2) coordinate interagency assistance planning and align bilateral cooperation frameworks; (3) coordinate and allocate U.S. foreign assistance funding across thematic and regional areas; (4) improve strategic coordination and oversight of all foreign assistance funding, with a focus on efficacy; (5) generate data-driven performance assessments and policy diagnostics for Congress and the Executive Office of the President; (6) ensure monitoring, evaluation, and transparency of foreign assistance programs; and (7) perform other duties as designated by the director.
This section authorizes the Under Secretary for Foreign Assistance to receive funds, as necessary to fulfill the Under Secretary's responsibilities, from amounts authorized to be appropriated to the Secretary of State under section 141 for FY2026 and FY2027.
This section directs the Office of Law Revision Counsel to (1) classify the sections of this title in sections 160–190 of title 22, United States Code; and (2) maintain, under editorial notes, the legislative history of repealed law previously occupying the corresponding sections.
