H.R. 5258 — Lawsuit Abuse Reduction Act of 2025

This section amends Rule 11(c) of the Federal Rules of Civil Procedure by (1) requiring courts to impose sanctions for violations ("shall" from "may"); (2) simplifying the safe harbor notice provision to reference only Rule 5; and (3) directing sanctions to compensate injured parties for reasonable expenses including attorneys’ fees and costs (from prior discretionary language), and authorizing additional sanctions such as striking pleadings, dismissing the suit, non-monetary directives, or court penalties for deterrence. It further states that nothing in this Act bars or impedes new claims, defenses, or remedies under federal, state, local, or civil rights laws or the Constitution.
