§2. Organ Procurement and Transplantation Network
This section amends provisions governing the Organ Procurement and Transplantation Network (OPTN)—which manages the national organ waiting list and computer matching system for transplant patients—by (1) revising the required 24-hour service for organ matching from a telephone service to a telephone or information technology service; (2) adding a new requirement for the OPTN to consider establishing a dashboard displaying statistics on transplants performed, types of transplants and organs entering the system that failed to be transplanted, and other metrics, to be updated more frequently than annually; and (3) authorizing the Secretary to collect registration fees from OPTN members for each transplant candidate placed on the national waiting list, with such fees available until expended to support OPTN operations (collected directly or via awards, credited as discretionary offsetting collections and available per appropriations, posted quarterly by member with supported activities, and subject to a GAO review and report to specified congressional committees within two years of enactment).
