H.R. 5263 — To require approval from the Secretary of Housing and Urban Development for any Federal manufactured home and safety standards, and for other purposes.

This section amends the Housing and Community Development Act of 1974 (1) to expand the definition of federal manufactured home construction and safety standards to explicitly include energy efficiency (by inserting the term after "design" in section 603(7)); and (2) to establish primary authority for the Secretary of Housing and Urban Development to set such standards (in new section 604(i)), requiring any other federal agency to submit proposals for approval and authorizing the Secretary to reject them if they significantly increase production costs, conflict with existing standards, or for other reasons. (As background, the Act directs HUD to establish uniform national construction and safety standards for manufactured homes—i.e., factory-built housing subject to federal preemption of state standards—to protect the public while minimizing regulatory burdens.)
