H.R. 5265 — SAFE Ride Act of 2025

This section directs the Secretary of Transportation, acting through the National Highway Traffic Safety Administration, to establish a grant program providing funds to states that enact an electric bike safety program and to issue guidelines for its implementation. The Secretary must also (1) establish national standards recommending helmet use for e-bike riders under 18 years old and (2) develop and make publicly available curricula on e-bike safety, including helmet safety. To be eligible for grants, a state must demonstrate that it (1) enforces safety requirements for shared e-bike systems; (2) provides public education on e-bike helmet use and safe riding, including using the curricula developed under this section; (3) implements helmet safety laws modeled on the national standards; (4) collects and reports e-bike accident data to the Secretary, including demographic data from shared mobility operators; (5) supports local law enforcement in enforcing shared e-bike safety and helmet laws; and (6) provides funding and guidance to local law enforcement to address unsafe underage e-bike riding through penalties, vehicle impoundment, and educational outreach.
