This section establishes the Southern Border Wall National Monument in California, Arizona, New Mexico, and Texas, consisting of approximately 289,920 acres of portions of the southern border wall (i.e., any physical wall constructed pursuant to federal law or executive order along the U.S.-Mexico border) and associated lands and interests, as depicted on a specified map, to protect the wall from alteration. The Secretary of the Interior, acting through the Bureau of Land Management, must administer the monument and establish administrative jurisdiction over wall portions via memoranda of understanding with relevant federal agencies and Indian tribes. The Secretary must prepare a general management plan within three years after funds are first made available and submit it to the House Committee on Natural Resources and the Senate Committee on Energy and Natural Resources.
