This section authorizes the President to award the Medal of Honor to retired Col. Robert J. Graham under 10 U.S.C. 8291 for his acts of valor as an Air Force captain on May 1, 1966, notwithstanding time limitations in 10 U.S.C. 8298 (generally a five-year limit from the qualifying act or service, with a recommendation required within three years, or two years from a Secretarial determination of a lost or overlooked recommendation).
