H.R. 5307 — Learn and Serve America Reinvestment Act

This section appropriates, for FY2026 and each succeeding fiscal year in addition to amounts otherwise available, (1) $40 million to the Corporation for National and Community Service for the Learn and Serve America program (i.e., subtitle B of title I of the National and Community Service Act of 1990, which supports service-learning opportunities for students K-12 in school-based and community-based settings), of which not less than 20% is for part I (school-based programs) and not less than 80% is for part II (community-based programs); and (2) such sums as necessary to hire at least 10 additional full-time staff members at the Corporation to assist with planning, program design, and technology advancements for the program.

This section expands eligibility for grants under the Learn and Serve America program (i.e., school- and community-based service-learning programs that integrate community service with classroom instruction for students in prekindergarten through grade 12) to include local educational agencies (LEAs), as defined in the Elementary and Secondary Education Act of 1965, or consortia of LEAs. The section further permits a state educational agency to designate a statewide entity with service-learning experience—such as a community-based entity, teacher-training nonprofit, or state service commission—to receive and administer grants on its behalf. For awards, the section retains the existing allotment formula through FY2025 and establishes, for FY2026 and subsequent years, a competitive grant process for state educational agencies, territories, and Indian tribes, reserving 2-3% of funds for the Bureau of Indian Affairs; requires the Corporation for National and Community Service to determine grant amounts and report annually to Congress on fund allocations and uses by grantee type; and makes conforming amendments throughout the program to reflect "awards" in place of "allotments" where applicable.
