H.R. 5310 — Fairness and Accountability of Appeals Act of 2025

This section requires the FEMA Administrator to reimburse an applicant's attorney's fees in any case where the applicant receives a favorable decision on an appeal of a disaster assistance eligibility or amount determination under subsection (a) or arbitration under subsection (d). (Thus, prevailing applicants under the Stafford Act's public assistance appeals process—covering state, local, tribal, and territorial governments and certain nonprofits—recover legal costs incurred.)
