H.R. 535 — Inaugural Fund Integrity Act

This section establishes donation prohibitions, limits, and disclosure requirements for Inaugural Committees (i.e., committees appointed by the President-elect to organize the presidential inaugural ceremony and related functions and activities, per 36 U.S.C. §501) by adding new section 325 to the Federal Election Campaign Act of 1971 (FECA), effective for inaugurations held in 2029 and succeeding years. It (1) prohibits Inaugural Committees from accepting donations from non-individuals or foreign nationals, bans straw donations and conversion to personal use, and bars foreign nationals from donating; (2) limits aggregate donations by any individual to $50,000 (with indexing for inflation beginning in 2022 based on FECA's consumer price index adjustment mechanism and rounding to the nearest $1,000); and (3) requires (a) reports to the FEC within 24 hours of receiving any individual donation of $1,000 or more (disclosing amount, date, and donor name and address) and (b) a final report due 90 days after the inaugural ceremony disclosing all donations of $200 or more, total disbursements by category (e.g., operating expenses, loan repayments), and payee details for disbursements over $200. The section further (1) strikes FECA §304(h) (prior Inaugural Committee reporting requirements) and redesignates §304(i) as new §304(h); and (2) revises 36 U.S.C. §510 to condition official Inaugural Committee status on compliance with new FECA §325.
