H.R. 5360 — AWARE Act

This section directs the Federal Trade Commission (FTC), in consultation with relevant federal agencies, to develop and make publicly available not later than 180 days after enactment educational resources for parents, educators, and minors on the safe and responsible use of AI chatbots by minors, modeled on the FTC's Youville program. Those resources must address (1) identifying safe and unsafe AI chatbot use, (2) privacy and data collection practices, and (3) best practices for parents supervising minors' use. The section defines relevant terms, including AI chatbot (a consumer-facing AI system for interactive natural-language communication) and minor (an individual under age 18), with "artificial intelligence" having the meaning given in 15 U.S.C. 9401.
