H.R. 5382 — Health CARE Training Act

This section requires Health Profession Opportunity Grant (HPOG) demonstration projects—which provide low-income individuals with education, training, supportive services, and career advancement opportunities in high-demand health care occupations—to deliver to participants seeking a recognized post-secondary credential (i.e., industry-recognized credential or certificate awarded by a local workforce development board) at least the number of training hours required for state certification of that skill level (or, if none exists, as determined by the Secretary). The requirement takes effect on October 1, 2025.

This section revises the income treatment for aid under health professions workforce demonstration projects—grants to provide low-income individuals with education, training, and supportive services for high-demand health care occupations—by excluding cash stipends and emergency assistance from gross income for federal income tax purposes and from information reporting requirements, effective for payments on or after October 1, 2025. (Previously, any aid, services, or incentives provided were disregarded solely for determining eligibility or benefit amounts under means-tested programs.)
