This section amends the Social Services Block Grant (SSBG) program, which provides states with flexible funding for social services to promote economic self-support, self-sufficiency, family preservation, and community-based care (42 U.S.C. 1397 et seq.), by (1) striking subparagraph (D) of subsection (b)(4); (2) inserting after subsection (b) a new subsection (c) that requires the Secretary of Health and Human Services to provide technical assistance to grantees—including to assist with grant applications, tailored to project administration stages, Indian tribes, tribal organizations and colleges and universities, territories, and demonstration projects; to facilitate best practices information exchange; to hold peer technical assistance conferences; and to submit a report during each Congress to the House Ways and Means Committee and Senate Finance Committee on such assistance; and (3) redesignating former subsections (c) and (d) as (d) and (e), respectively. The section also authorizes $15 million for FY2026 to carry out new subsection (c).
