H.R. 5395 — Disaster Relief Disbursement Accountability Act

This section establishes a new section 630 in Title VI of the Robert T. Stafford Disaster Relief and Emergency Assistance Act directing the FEMA Administrator to take actions ensuring the expedient disbursement of funds to eligible entities after project approval under the hazard mitigation grant program (section 404) and public assistance program (sections 403, 406, 407, 428, and 502). It requires recipients of such assistance for major disasters or emergencies declared under sections 401 or 501 to report to the Administrator on their average time to disburse funds to subrecipients—(1) retroactively, within one year of enactment for ongoing disasters, and (2) annually for future disasters. Finally, it requires the Administrator to submit to specified congressional committees a summary report of those recipient reports, not later than three years after enactment and annually thereafter.
