H.R. 540 — 911 SAVES Act of 2025

This section sets forth 14 congressional findings on the critical lifesaving role of public safety telecommunicators (i.e., 9-1-1 dispatchers) in emergency response—including de-escalating crises, aiding active shooter situations, and recognizing dangers—the trauma and posttraumatic stress risks they face from around-the-clock exposure, and the need to reclassify them as protective service occupations in the Standard Occupational Classification system (i.e., a federal statistical tool for categorizing jobs by work performed, skills, education, and training).

This section directs the Director of the Office of Management and Budget, as part of the first revision of the Standard Occupational Classification (SOC) system after enactment, to consider establishing a separate code for public safety telecommunicators (i.e., 911 dispatchers) as a subset of protective service occupations. (The SOC system is the federal standard used by the Bureau of Labor Statistics and other agencies to classify occupations for statistical purposes.) If the Director decides not to establish such a code, this section requires a report to the Senate Committee on Homeland Security and Governmental Affairs and the House Committee on Education and the Workforce within 60 days of the Federal Register announcement of the final revision decision explaining the rationale.
