H.R. 5416 — Contract Postal Unit Transparency Act

This section establishes procedures for the closure or consolidation of contract postal units (CPUs)—retail outlets operated by private entities under contract with the U.S. Postal Service (USPS)—on or after 6 months after enactment. Specifically, the USPS must (1) publish on its public website a report on expected customer impacts and steps to ensure continued postal access; (2) submit a report to Congress on the reasons for the action; (3) hold a public hearing, which may be attended in-person or virtually by affected individuals; and (4) within 7 days after the hearing, publish on its website a hearing summary describing comments received and the percentage supporting or opposing the action. No CPU may be closed or consolidated until 180 days after publication of the hearing summary.
